We have been hearing over the last few months now that there will be a new senior living center in Downtown at the Lewis Avenue Extention. These claims have become more frequent and more assuring the closer we get to the election. So what are the FACTS?
As of 12:00 Noon today (10/30/14), Watertown city staff has not received any direct communication from the landowner or any developer on this issue. So what needs to take place in order for someone to begin the project? The landowner and/or developer would need to do the following:
- Execute a Development Agreement with the city.
- Execute a TIF Note (tax increment financing) with the city.
- Submit final engineering plans to the city.
- Pay arrears escrow.
- Submit a Building Permit and Construction Plans to the city.
There are only 62 days left in 2014 and this project has been in the making for almost 6 years. So ask yourself, is the project going to get completed as promised?

The new Subway is OPEN for business!!! While the new Subway is open, the owner does not have tenants
in the additional three retail spots in his new building. He has even had to hire an outside firm to help fill the
vacancies. No one, inlcuding the City, has been able to assist with this issue. We shouldn't have to fight
tooth and nail to get a new business into town. We need a economic climate in Watertown of businesses
WANTING to come to town and we need a business culture that draws entrepenuers into these types of
locations.

It is being bolstered that the new assisted living residence is supposed to open in 2015. It was supposed to break ground this summer*, but the last we checked, the lot on the Lewis Avenue South Extension is still just an empty, unkempt parcel of land. The very same assisted living residence was supposed to be completed in 2014. It was also supposed to be completed in 2013.** In fact, the City of Watertown has been working on this development since 2009.***
